Real Estate Tax Abatement 2024 With the Select Board increasing the number of available spaces for the Real Estate Tax Abatement program, the Town has seen 29 applications come in, essentially fully filling the program for 2024. The Adult Center Director is working on placement for the volunteers.

EV Chargers Since the announcement of the EV chargers going live in late December 2023, we have been monitoring the feedback. There are quite a few comments about the price of charging. Working with Lisa at the DPW, we will be preparing an update for a future Select Board meeting to review this. The next Eversource bill closes January 18/19. We will use that to review the use and fees collected. Fire Department Ambulance Ambulance Medic 1 suffered a breakdown. This breakdown is related to a longer issue the Fire Department has been having with diesel fuel seeping into the engine oil. The DPW mechanic has been assisting the Fire Department with this issue but the decision was made, in consultation with the DPW mechanic, to send the vehicle to Marcotte Ford for an official diagnosis. This is all related to the pollution control system and is an issue with the fuel injectors and a sensor. Initially it was thought to be a $7K- $9K repair.  However, after review by Marcotte the problem is more complex and costly than originally thought. The new estimate is $17K with the potential for an additional $7K if additional damage is found in the fuel system. This has been a very tough fiscal year for Fire Department vehicle breakdowns. The vehicle maintenance account is 97% spent, even after the $11,000 appropriation at the fall Town Meeting. This latest issue is classified as an unforeseen mechanical failure. Medic One is a 2018 Ford F 150 diesel Ambulance. It currently has 83,000 miles, 170,000 hours. As far as service life it is at 50% in the fleet plan. The vehicle is out of warranty. Failing to make the repair will mean the engine oil will continue to be diluted with fuel that could cause permanent and catastrophic damage to the engine, a $60 to $70K expense. Taking this ambulance out of service for the remainder of the fiscal year impairs the public safety response to the residents and reduces revenue. To cover the cost of this repair, a request has been made to the Finance Committee for the use of the Finance Committee Reserve Fund.

Lifeguard Certification Course The Parks and Recreation Department recently announced a Lifeguard Certification Course to be held over February break at the Longmeadow High School pool. Hosting this course locally is one more attempt to make sure we are fully staffed for the 2024 season. Within 24 hours of announcing the course it has filled up. Ten spots have been claimed and there are 6 more people on the waiting list. If we can reach a total number of 20 participants and we can secure another instructor, we will be able to expand the course. We are also evaluating ways to entice lifeguards to work for the Town of Longmeadow this summer, ideas we are considering are a partial reimbursement of the lifeguard certification class after successful completion of the summer season, and a return bonus for those returning to work for the Town, in addition to reviewing the hourly rates as part of the Wage & Classification study.

Town Receives Safety Award at MIIA Annual Meeting The Town of Longmeadow was recognized at the MMA Annual Conference this past weekend with the Risk Management Safety Award presented by the Massachusetts Interlocal Insurance Association (MIIA). This award acknowledges the Town's dedication and commitment to safety, risk management, employee wellness and renewed emphasis on compliance with OSHA. Thank you to Vinnie Smith, DPW Operations Manager (center of the picture holding the award), for leading the charge on safety training efforts for staff.

Overnight On-Street Parking Reminder With the winter season and potential for snow storms next week, we want to remind everyone of the Overnight Street Parking bylaw. Please be mindful of keeping vehicles off the roads especially when we are expecting inclement weather. This will allow the DPW to efficiently and safely conduct snow removal operations.

  • March 8, 2024 - Warrant Articles Due to Town Manager/Select Board Office
  • March 18, 2024 - Select Board reviews FY2025 Budget (including School Budget, Capital Budget and Draft Warrant for Annual Town Meeting)
  • March 19 - 28, 2024 - Finance Committee Public Hearing on FY2025 Budget
  • April 1, 2024 - Select Board adopts and closes Annual Town Meeting Warrant
  • April 4, 2024 - Finance Committee submits recommendations on Warrant articles
  • April 8, 2024 - Final Warrant and FY2025 Budget sent to printer
  • April 25, 2024 - Distribution of Warrant and Budget delivered to residents by the Reminder (including opt-outs)
  • May 6, 2024 - Voter Registration Deadline for Annual Town Meeting (If you are not already a registered voter in the Town of Longmeadow)
  • May 14, 2024 - Annual Town Meeting - 7:00 p.m. LHS Gymnasium

Presidential Primary The 2024 Presidential Primary will be held on Tuesday, March 5, 2024. Early Voting begins on February 24. For additional information, please visit www.longmeadowma.gov/Elections

Annual Town Election Nomination papers for the Annual Town Election (June 11, 2024) are available in the Town Clerk’s office through March 1, 2024. The deadline to submit nomination papers for certification by the Registrars is March 5, 2024. Complete Streets Review Group The Town’s Complete Streets bylaw was adopted at the Special Town Meeting November 3, 2015. After the adoption of the Complete Streets Policy (bylaw), a Prioritization Plan was developed. The plan was created with internal comment and review and submitted to MassDOT in 2017. There were 18 projects on the plan. The Town’s first Complete Street projects were approved by MassDOT in 2018, two out of the four projects were funded. In 2023, the DPW submitted and was approved for two additional Complete Streets projects that were on the 2017 Prioritization Plan. Those projects will begin in 2024. 

The 2017 Prioritization Plan is now 6 years old. It is now time to update the Prioritization Plan. To help do this, public participation is needed. A small group will convene, along with members of the public to develop the new Prioritization Plan. Input is needed from the school community, the senior community, bicyclists, walkers, and anyone interested in providing safe and accessible options for all travel modes, for people of all ages and abilities. To gather this input, the Town Manager is looking for two members of the public join this group. The group will be led by Beta Engineers, who are working with the Town to update the Prioritization Plan.

Interested residents can submit an email to townmanager@longmeadow.org by February 2, 2024, stating why they are interested and identifying their availability for meetings. Depending on the number of interested people, brief interviews may be held. It is expected that the Complete Streets Review Group will begin meeting in February.
